We are looking for a talented individual with a strong foundational data background, having experience in data policy and data programs to take on a role as a Sr. Manager/Data Management Lead. Reporting to the Head, People Culture Data Governance, this individual will contribute to the evolution of HR's data strategy, and lead the execution of the data road map including designing, developing and implementing data policies and programs, establishing comprehensive and sustainable operating procedures, and effectively leading data stakeholders through change management initiatives, fostering a high performing, data-centric culture.

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group's expected target for the first year in this position.

Responsibilities:
- Supports the management of BMO HR data as key assets that faciliate effective decision making.
- Contributes to the development of data strategies and data governance policies, procedures, and processes.
- Interprets data policies, aligning program and practice design in alignment with policy requirements.
- Designs and implements strategies to monitor the effectiveness of data management & governance programs and identify, manage, and mitigate current and emerging risks.
- Executes on the HR data governance implementation road maps with focus on strategic priorities.
- Leads change management programs of varying scope and type, including readiness assessments, planning, stakeholder management, execution, evaluation, and sustainment of initiatives.
- Leads the development of the communication strategy focusing on positively influencing or changing behavior.
- Maintains Data Quality governance, guidelines, and standards. Validates and monitors compliance and effectiveness of data management processes.
- Designs, implements, maintains, and reviews processes to ensure quality and integrity of data and ensure compliance with Bank and regulatory requirements.
- Provides support on data management process implementation and sustainment activities to ensure stakeholder awareness and adoption of data governance in work including but not limited to development of business tools, end use procedure documentation.
- Monitors and reports on data management requirements and compliance issues, impacts and resolution status.
- Acts as the Data Governance point of contact for key data stakeholders including Data Owners, Delegates, and SMEs
- Leads working groups to identify opportunities and formulate recommendations for improving enterprise data governance capabilities and processes, and work with applicable parties to plan, design and implement approved recommendations.
- Makes recommendations on strategy and new initiatives, based on an in-depth understanding of the business/group.
- Acts as a subject matter expert on relevant regulations and policies for internal/external stakeholders.
- Provides advice and guidance to assigned business/group on implementation of data solutions.
- Provides strategic input into business decisions as a trusted advisor.
- Builds effective relationships with internal/external stakeholders and ensures alignment.
- Collaborates with stakeholders to identify business requirements and opportunities for improved data management.
- Participates in the timely resolution of operating/technical problems or manages escalation with other BMO technical groups.
- Breaks down strategic problems, and analyses data and information to provide insights and recommendations.
- Applies expertise and thinks creatively to address unique or ambiguous situations and to find solutions to problems that can be complex and non-routine.
- Implements changes in response to shifting trends.
- Broader work or accountabilities may be assigned as needed.
- Provides support to projects and/or manages operational changes including partnering with Technology with the validation and testing of enterprise managed systems.
- 7+ years of relevant experience (Data Analysis, Reporting, Modelling or Architecture) and post-secondary degree in related field of study or an equivalent combination of education and experience.
- Experience in Data Governance (Policy/Compliance/Privacy/ Regulatory), delivery of Data Programs for Enterprise consumption.
- Experience with HR operational systems, and programs and processes that leverage critical HR data.
- Familiarity with existing and emerging data protection and privacy regulations inside and outside of North America
- Deep understanding of Data life cycle, Data Warehouse, Meta Data, Data Lineage, and Critical Data Concepts
- Proficiency with SQL language/queries, Excel, PowerBI
