The Senior Manager, Government Programs will develop, promote and manage financing solutions and implement sales, marketing and credit risk management strategies to maximize return on equity and enable outstanding customer experiences for all Business Banking clients across relationship manager, virtual and branch channels. Their priorities will centre on risk-return optimization, expanding market share and driving robust financial performance for the segment.
Solutions under the Senior Manager's purview will be focused on Government Programs and lending structures (eg. CSBFP, TELP). In addition to development, oversight and co-managing programs, they will work to rationalize and simplify the programs suite, optimize and ensure the relevancy of solutions to business banking clients and innovate new borrowing solutions to better meet client needs.

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group's expected target for the first year in this position.

The Senior Manager, Government Programs will
- Develop, promote and manage programs for Business Banking clients. These programs are often unique in that they are supported by government guarantees, community focused/purpose driven and/or involve loan structuring.
- Managing the program portfolios and application quality to ensure program compliance, mitigate credit risk and fraud.
- Simplify programs for clients and employees to make them easier to use through development of tools, process transformation, training interventions, policy guidance.
- Provide support and oversight to the management of a portfolio of strategic government programs providing value-added and competitively superior banking solutions that meet identified needs, address challenges faced by specific target markets and generate and retain profitable customer business.
- Position as a credible strategic partner to the business banking sales force in their area of expertise, providing holistic financial solutions and specific program understanding to enable the front line to provide their customers with trusted advice and guidance.
- Develop viable tactical business strategies, training courses, materials, lending topics to assist the front-line sales force in increasing market share
- Maintain an active outreach with internal and external partners to help identify lending opportunities that would benefit from the programs under management
- Provide leadership in the management of program policies, risks and related tools, forms and processes.
- Provide leadership on program reporting to internal and external stakeholders, including the design of relevant reports, messaging, oversight and presenting.
- Assist with the development of strategic sales initiatives, and provide input into appropriate sales and/or marketing materials to support holistic business development programs.

- Supports the manager by coordinating and managing workflow and exception requests; escalates any concerns.

- Keeps abreast of economic and market developments within the portfolio to inform credit risk policies and decision making.
- Adheres to the risk rating process to ensure application integrity and compliance with policies and guidelines in force at the time of submission (e.g. manuals for Risk Rating).
- Identifies and actions exceptions and elevates sign-offs in compliance with established policies and standards.
- Coaches and advises customer-facing employees on credit risk to increase awareness of transaction risks, Policies, Standards, Level 3 Documents and knowledge of credit structuring.
- Supports the execution of strategic initiatives in collaboration with internal and external stakeholders.
- Builds effective relationships with internal/external stakeholders.
- Gathers and formats data into regular and ad-hoc reports and dashboards.
- Monitors and tracks performance and addresses any issues.
- Provides input into the planning and implementation of operational programs.

- Typically, 7+ years of relevant experience and post-secondary degree in Business or a related field of study or an equivalent combination of education and experience.
- Credit Qualifications and associated credit knowledge and skills according to the established qualification standards.

- In-depth knowledge of credit portfolio management Policies, Standards, Level 3 Documents and procedures.
