This role has primary responsibility for managing Payment Network Compliance for Retail Payments (Canada) including implementation of Payment Network rules, Operations and Security bi-annual mandatory changes.
The role will be responsible to manage all Payment Network mandatory compliance projects from funding requests (IAAP) to overseeing the project through delivery/implementation. This may involve engagement with several BMO departments along with external partners.
The role is required to establish ongoing monitoring of Operations and Security Bulletins that impact BMO's credit card issuing portfolios.
The role will ensure processes and controls are maintained and current in order to protect BMOs reputation with our customers, the payment networks, regulators, others in the payment industry and the communities in which we operate.
Key Accountabilities
Provide 1st Line compliance support on issues pertaining to Payment Networks for Canadian products and services operating under BMO Bank of Montreal's licenses;
Manage bi-annual mandatory projects related to all BMO Canada credit products
Work to ensure all 1st Lines are implementing adequate policies, procedures, and controls to ensure MasterCard and Visa operational, legal, regulatory, competitive, strategic, and reputational risks are properly mitigated
Oversee and ensure proper completion of all MasterCard and Visa licensing and business registration requirements are completed for BMO credit card programs
Responsible to maintain relationship and point of escalation for MasterCard and Visa Operations and Security Risk and assist Senior Manager on ensuring BMO remains compliant with operating rules.
Support quarterly financial reporting with appropriate stakeholders
Assist Senior Management with Audit inquiries requesting artefacts associated with payment network compliance in relation to 1st line activities
Maintain ownership and access control of MC Connect / VOL and ensure all 1st line compliance officers have access to the services required to support BAU operations functions
This role has the authority to:
Determination of mandatory payment network compliance against rules
Evaluation of payment network compliance (1st Line) and assistance with implementation of new / revised products and services
Content of communication to payment networks and other external bodies relative to payment network compliance
This job has direct or indirect impact on the following:
BMO Bank of Montreal NARP Influence all product and Ops Risk teams involved in maintaining compliance with payment network requirements.
Impact and influence policies, procedures, application requirements and other controls required to ensure continuous compliance with payment network requirements within NARP.

Working knowledge of Payment Card Industry (PCI)
Strong knowledge of credit card systems (e.g. software, hardware, network / communications, encryption, key management, information security)
Strong critical and analytical thinking to manage complex mandatory requirements for card based programs
Strong influence and negotiation skills
Strong decision-making and problem-solving
Must be able to work with individuals at all levels of the organization, in an ambiguous environment
Exceptional written and verbal communication skills
A willingness to read, interpret and assess MasterCard/Visa Operations and Security Risk bulletins and supporting Manuals as required
Salary :
$68,000.00 - $126,000.00

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group's expected target for the first year in this position.
